Advocates Call for Urgent Action to Safeguard the Right to Health

Kenya’s ambitious rollout of the Social Health Insurance Fund (SHIF) has been billed as a game-changer for universal health coverage. Yet, less than a year into its implementation, systemic gaps and operational failures are threatening to derail the very promise it holds. KELIN and FIDA-Kenya, two of the country’s most prominent advocacy organizations, are leading the charge for urgent reforms to prevent a healthcare crisis.

The Challenges: Gaps in Implementation

For many Kenyans, the transition from the National Health Insurance Fund (NHIF) to SHIF has been marked by confusion and hardship. Public awareness campaigns have been virtually non-existent, leaving citizens and healthcare providers grappling with unclear guidelines and disrupted services.

Healthcare facilities have reported unprecedented strain, with some refusing services due to outstanding NHIF claims. Patients, particularly those with chronic illnesses, face interruptions in treatment, and cases of detained patients unable to settle their bills have sparked public outrage.

Marginalized communities, including persons with disabilities, minorities, and those living in poverty, have borne the brunt of these systemic failures. "The lack of a clear roadmap has disproportionately affected the most vulnerable," said a representative from KELIN.

Proposed Solutions: A Rights-Based Approach

KELIN and FIDA-Kenya are calling for immediate interventions to mitigate the crisis and restore faith in Kenya’s healthcare system. Their proposed solutions include:

1. Developing clear operational guidelines to facilitate SHIF implementation.
2. Launching public awareness campaigns to educate healthcare providers and citizens.
3. Expediting the settlement of NHIF claims to stabilize facilities and ensure continuity.
4. Addressing gaps in critical schemes such as Linda Mama and EduAfya.
5. Prioritizing digital inclusivity to prevent the exclusion of marginalized groups.

"These solutions are not just necessary - they are urgent," emphasized a spokesperson from FIDA-Kenya. "Every day that passes without action compounds the risks faced by millions of Kenyans."

The SHIF was designed as a cornerstone of Kenya’s healthcare reforms, aimed at achieving universal health coverage. However, without addressing the systemic gaps that have emerged, this ambitious goal may remain out of reach. KELIN and FIDA-Kenya stress that the transition must be guided by the principles of equity, inclusivity, and human rights.

"Healthcare is a constitutional right, not a privilege," said a KELIN advocate. "We must ensure that every Kenyan, regardless of their socio-economic status, has access to quality and affordable care."
